Background:An LEA that fails to demonstrate 100 percent Highly Qualified Teacher (HQT) compliance, as reported on the California Longitudinal Pupil Achievement Data System (CALPADS), becomes identified for Compliance Monitoring, Interventions, and Sanctions (CMIS) Level A and is subject to Title II accountability requirements. LEAs with less than 100 percent highly qualified teachers in ESEA core academic subjects for two consecutive years are required to submit an Equitable Distribution Plan (EDP) to the CDE each year. The California Department of Education has identified the Santa Barbara Unified School District at level B.

The Equitable Distribution Team (Assistant Superintendents of Elementary Education, Secondary Education, Human Resources, Special Education) have reviewed the non-compliant teachers and found the following issues:
  • Most of the teachers were compliant, but had not yet returned the forms to the Human Resources Department. Ann Peak is working with the teachers to get their forms submitted.
  • There were a few inclusion classes that were flagged as non-compliant. Inclusion classes have a general education teacher that is compliant with a special education teacher that is not compliant. Unfortunately, some school sites had assigned the course to the special education teacher, rather than the general education teacher. The Assistant Superintendents of Education have informed administrators to assign inclusion courses to the general education teachers, rather than the special education teachers. The Education Data Specialist has also communicated this message to site staff.
  • An engineering design course (core subject is visual arts) was flagged as non-compliant. Since this course is designed as an integrative course, it is co-taught by an engineering credentialed teacher and a visual arts credentialed teacher. The course was assigned to the engineering teacher rather than the art teacher, thus the red flag.
Recommendation:The Board of Education approves the Santa Barbara Unified School District Equitable Distribution Plan 2013-14
