Approval of Release of Request for Qualifications for Proposition 39 Energy Conservation and Energy Efficiency Services  

Background:The California Clean Energy Jobs Act was created with the approval of Proposition 39 in the November 6, 2012 statewide general election.  For fiscal year 2013-14, the legislature appropriated $381 million to local educational agencies (LEA’S).  In the subsequent four fiscal years, 2014-15 through 2017-18, LEA’S will receive allocations from the Job Creation Fund when funds are appropriated by the Legislature.

The district has applied for and received $192,837 in planning funds and the 3 charter schools have applied for and received planning funds as well as follows: Peabody Charter - $54,769, SBC – 50,588, and Adelante - $52,830.   Planning funds are a one-time allocation and need to last for the 5 fiscal years.

The current schedule of awards for fiscal year 2-13-14 lists the following amounts for our district:  SBUSD - $642,790, Peabody Charter - $109,538, SBC - $50,588, Adelante - $105,716.  

The process for documentation, audits, benchmarks, evaluation for planning projects, obtaining funds and expenditure of the funds is cumbersome and each step is critical in maintaining eligibility for the receipt of funds and the completion/funding of energy projects.  Staff is recommending the use of a consultant to ensure we maximize the benefit to the district from this program.
