Background:In 2011, the District hired consultants to evaluate the condition of the existing concrete grandstand structure (built in 1925), including any structural and seismic deficiencies.  Upon completion of the initial analysis by the consulting structural engineer, the structure was identified to be in poor condition and the structural system to be deficient by current seismic standards.  The structure was also identified as potentially meeting the criteria as a Most Vulnerable Category 2 Building under the Facility Hardship, Seismic Mitigation Program.

In March 2013, the District submitted its Phase 1 structural evaluation to the Division of the State Architect (DSA) per DSA Procedure 08-03 for review and evaluation of eligibility for the Seismic Mitigation Program.  DSA concurred with the evaluation and issued a concurrence letter in April 2013.  The District then directed its consultants to evaluate and develop minimum seismic retrofit requirements and retrofit cost estimates as part of a Phase 2 analysis.  Upon completion of the retrofit design and cost estimate by the consultants, the District considered the Replacement Option for the structure in lieu of performing a seismic retrofit.

In January 2014, the Replacement Option Analysis was submitted to DSA for review and evaluation.  DSA concurred with the analysis and issued a concurrence letter February 7, 2014.

On February 7, 2014 the Office of Public School Construction (OPSC) notified the District that they were informed by DSA that the District has completed the Phase Two Replacement Option Analysis of DSA Procedure 08-03 for the Grandstands at Santa Barbara High School.  The District is now eligible to file an application with the OPSC for conceptual approval from the State Allocation Board (SAB) for the Seismic Mitigation Program (SMP).  SAB conceptual approval is available to the District before architectural plans are finalized and submitted to DSA for approval.  Although a conceptual approval is not a reservation of funds, and does not guarantee funding, the conceptual approval will allow the District to move forward with the knowledge that the project will be eligible for available SMP funding, confirm that replacement is warranted instead of repair, and also how much funding the project will be eligible to receive.

After conceptual approval, the District will have 18 months to submit a full funding application.  A Board resolution is required for all applications for the School Facility program.

The estimated construction cost to rebuild the stadium is $4,719,606 and the estimated cost to replace the stadium is $7,407,507.  If the cost to repair is greater than 50% of the cost to replace, then the replacement will be funded at 50% of the construction cost.  OPSC will do their own estimate and they may adjust the repair and replacement numbers.  Please note that this is the construction cost, not the total project cost and that this amount does not include improvements for for installing a synthetic turf field or an all-weather track.
