One of the requirements of the Commission on Teacher Credentialing (CTC) is that we as a District have a Declaration of Need for Fully Qualified Educators filed each year if we anticipate employing teachers who are not fully credentialed, e.g. on Emergency CLAD/BCLAD, Limited Assignment, Emergency Resource Specialist, or Emergency Library Permits. The original of this form was filed in August 2013 based on projected needs. A revised Declaration of Need was submitted in January but needs to be acted upon as an action item, not a consent item. We have a number of special education teachers who are authorized with a mild/moderate or learning handicapped credential but have not completed their Autism (AASE) certificates. They will be enrolling in the AASE program. We need to apply for Limited Assignment Permits in Special Education: Autism authorization.
