Background:
On February 28, 2012 the Board approved an architectural assignment for the modernization of the theater at La Cumber Junior High School. This project did not receive pre-design services and the project estimate was based on recent theater modernization projects and the estimated cost of known needed components. The construction budget given to the architect was $1,500,000.  The schematic design phase is now complete and the following is a scope for the project:
•          Refurbishing seats on main auditorium level only
•          Upgrade Aisle lighting on main and balcony level
•          Replace all existing wall tiles with decorative acoustical fabric panels
•          Replace existing balcony ceiling tiles with new gyp board ceiling
•          Replace existing auditorium chandeliers and winches
•          Adding additional architectural lighting
•          Replacing light fixtures under the balcony and lobby area
•          Refinish the wood floor under the seating only on the main auditorium level
•          Replace existing carpet auditorium, balcony and lobby spaces
•          Repair water damaged plaster walls in the theater
•          Repair stone at the proscenium wall. Refinish the University crests
•          Repaint proscenium screens
•          Refinish stage front
•          Repair stage floor at the trap floor area only
•          Enclose and increase the size of existing sound/lighting corral. Provide separate access to the accessible seats
•          Upgrade backstage area with new accessible dressing rooms, appropriate workshop and storage area. Provide new mechanical systems required by code for backstage area. •          Replace back stage door leading to the dressing room area
•          Audio Visual upgrades
 
The architect, PMSM, has contracted with Leland Saylor Associates to provide an estimate cost based on the schematic design. The current construction estimate is $2,200,000.   District staff has reviewed the estimate and costs associated with each component and the project can not be designed within the previous construction estimate.
 
The architect and their consultants are paid on the percentage of design work completed based on the estimated construction cost. The purchase order and AIA document would be modified to reflect the updated fee schedule. With all construction projects, the final compensation to the architect and their consultants is based on the final construction amount listed in the Notice of Completion. The current fee is based on 11.5% of the first million and 11% on the remainder for a total fee of $170,000. The new fee would be 11.5% on the first million, 11% on the second million and 10% of the remainder for a total of $245,000
