Background:
By submission of the winter release of the 2012-13 Consolidated Application for Funding Categorical Aid Programs to the California Department of Education, the Santa Barbara Unified School District declares the district’s intent to apply for multiple state and federal, formula-driven, categorical program funds for the 2012-13 school year. The winter release of the application contains the district entitlements for each funded program. Out of each state and federal program entitlement, districts allocate funds for indirect costs of administration, for programs operated by the district office, and for programs operated at schools.
For the 2012-13 school year the district is applying for funds from the following categorical programs:
  1. Title I, Part A (Improving the Achievement of Disadvantage Students) as authorized by NCLB Sec 101
  2. Title II, Part A (Preparing, Training, Recruiting High Quality Teachers and Principals) as authorized by NCLB Sec 2101
    Title III, Part A (Limited English Proficient, and Immigrant) as authorized by NCLB Sec 301.
  3. Economic Impact Aid as authorized by EC 54000
 
Title III, Part A (Limited English Proficient and Immigrant) as authorized by NCLB Sec 301. The California Department of Education requires a local Educational Agency to have a five (5) percent increase in the number of immigrant students enrolled in the LEA in order to maintain eligibility for Title III Immigrant funding. The Student National Origin Report filed by LEAs in April is used to make this determination.
 
The district can no longer apply for the following resources through the Consolidated Application as these are subject to Tier III flexibility:
  1. School Safety and Violence Prevention as authorized by AB 1113, 1999 and EC 32228
  2. California School Age Families Education Program as authorized by EC 54740-54749.5 Peer
  3. Assistance Review as authorized by EC 44500Tobacco-Use and Prevention Education as authorized by H&S 104350
  4. Middle and High School Supplemental Counseling program as authorized by EC 52378-52380
The state and federal categorical monies that the District applies for through the Consolidated Application are spent in accordance with guidelines summarized in this memo. The schools annually submit Single Plans for Student achievement, to the Board for approval, on how the monies allocated, to sites, in the Consolidated Application will fund the personnel, activities, and programs that their School Site Counsels have determined will support improved student achievement.

Title I, Part A, Basic Grant:
Its purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high quality education and reach, at a minimum, proficiency on the state content standards and assessments. The intent of the funding is to meet the educational needs of low-achieving students enrolled in the highest poverty schools.
 
Title II, Part A, Preparing, Training, Recruiting High Quality Teachers and Principals: Improving Teacher Quality: It combines the former Title II Eisenhower Professional Development and Title VI Federal Class-Size Reduction into one program. The purpose of Title II is to increase the academic achievement of all students by helping schools and districts (1) improve teacher and principal quality through professional development and other activities and (2) ensure all teachers are highly qualified.
 
Title III, Part A and C, Language Instruction for LEP and Immigrant Students: Purpose is to provide supplementary programs and services to limited-English-proficient (LEP) students (known as English learners in California) and to assist LEP students to acquire English and achieve grade-level and graduation standards.
 
Economic Impact Aid (EIA): These supplemental funds are used, kindergarten through grade twelve, to support additional programs and services for English learners and compensatory education services for educationally disadvantaged students, as determined by the district.
Recommendation:Staff recommends the board approve the winter release of the 2012-13 Consolidated Application for Categorical Aid Programs for the Santa Barbara Unified School District.
