Background:
The electrical system at SMHS has been subject to frequent failures, has insufficient power for the classrooms, is difficult to repair due to unavailability of parts, presents risk both in operational safety and maintenance safety, and relies on a 4160 volt main service. SMHS has had virtually no electrical system upgrades since the original construction and this nproject is part of the proposed Measure Q projects for San Marcos High School.
 
As part of the B Wing Classroom Addition some electrical infrastructure work (phase I) was accomplished both to support that project and in anticipation of reducing the 4160 volt main electrical service to a safer 480V service.
 
Planning for the Phase II work, done in cooperation with the site administration, the proposed contractor and electrical sub contractor and Southern California Edison (SCE), has focused on completing all of the electrical infrastructure work prior to the start of school in August, 2013. Due to the long lead time for equipment, coordination with SCE, the length of the construction phase, the phasing of individual building down time required to test and connect the new system, it is critical to begin construction as soon as possible.
 
My office is recommending an award to RSH Construction as they have accomplished previous work at this and other district sites and the district is pleased with the projects.

Fiscal Impact:

Guaranteed Maximum Sum of $1,190,424 plus a 10% contingency held by the district.
