Background:
As part of the South Coast Task Force on Youth Gangs, a subcommittee was developed to support efforts and direction of the Task Force Coordinator.  This subcommittee is comprised of representatives from the City of Santa Barbara, Santa Barbara Unified School District (SBUSD), Carpinteria Unified School District (CUSD), Santa Barbara County Education Office (SBCEO), Community Action Commission (CAC), University of California, Santa Barbara (UCSB), and Santa Barbara County Probation Department.  One of the most recent efforts of this subcommittee is to identify youth on probation with gang terms and conditions and help connect those youth to services in the community.  After obtaining the appropriate parental consent, these committee members will share information related to the individual students and help families determine specific needs. All agencies involved will identify resources available to them and assist in connecting the families with the appropriate service provider.  This project is titled the South Coast Youth Intervention Project - Connecting Youth to Services (SCYIP).  Dr. Jill Sharkey from UCSB will serve as "Principal Investigator" as defined in the Memorandum of Understanding.
 
In order to provide access to student information for SCYIP, the Santa Barbara Unified School District must approve a Memorandum of Understanding (MOU) that will allow student data to be shared.  This MOU establishes responsibilities of each participant in the collection of student information. 
Recommendation:It is recommended that the Board of Education approve the Memorandum of Understanding between Santa Barbara Unified School District and the Regents of the University of California, Santa Barbara on behalf of the Gevirtz Graduate School of Education.
