Background:

California Education Code 1240 requires that the Santa Barbara County Education Office visits schools in the Santa Barbara School Districts that are ranked in deciles 1 to 3, inclusive, of the 2006 base Academic Performance Index (API). The purpose of the visits is to: 1) determine that there are sufficient State Board of Education approved, standards-aligned textbooks for the core instructional areas; 2) evaluate the safety, cleanliness, and adequacy of school facilities; 3) evaluate the accuracy of data reported on the school accountability report card with respect to the availability of sufficient textbooks and instructional materials, and the safety, cleanliness, and adequacy of school facilities; 4) monitor and review teacher misassignments and teacher vacancies; and 5) receive quarterly reports on Uniform Complaints filed with the school district concerning 1 though 4 above.

Education Code 1240 also requires that the County report be submitted to the governing board at a regularly scheduled meeting as information only.

Attached is the third quarterly report for fiscal year 2012-2013 from the Santa Barbara County Education Office.  The report indicates that during the period of January, February, and March 2013 no reviews by the Santa Barbara County Superintendent of Schools were conducted at Adams, Cleveland, Franklin, Harding, and McKinley Schools. There were no uniform complaints reported for the quarter.  

Recommendation:That the Board accept the third quarterly Williams Settlement Visits Report to Adams, Cleveland, Franklin, Harding, and McKinley Schools for the period of January-March 2013.
