Background:

In February 2009, our District entered into an agreement with FCMAT to conduct a review of the District’s Special Education programs and services. Their findings and results were presented to our Board of Education. One of the conclusions of that review was that there needed to be a realignment “of the job responsibilities of the program specialists to provide instructional leadership to programs and services for students with disabilities at school sites and ensure effective departmental communication.”

Despite advertising the position numerous times the past year, the District has been unable to fill 2 of the 3 current openings. Outstanding candidates have reported that the salary is not commensurate with the duties; furthermore, the number of applicants for the positions has been extremely low.  Additionally, despite several attempts to do so, the District was unable to reach an agreement during negotiations with SBTA to increase the salaries for the duties of the Program Specialist.

Based on the specific job duties (see attached job descriptions), request approval to reclassify the Program Specialist Position, a certificated position in the SBTA bargaining unit, to a Program Facilitator, Special Education, a certificated management position.

Board approval of the new job description is required.
