Background:

By submission of the 2017-2018 Consolidated Application for Funding Categorical Aid Programs to the California Department of Education, the Santa Barbara Unified School District declares the District’s intent to apply for multiple state and federal, formula-driven, categorical program funds for the 2017-2018 school year. Submission of the 2017-2018 Consolidated Application for Funding Categorical Aid Programs also assures the California State Board of Education that the District will adhere to the legal assurances associated with federal and state categorical programs.

For the 2017-2018 school year, the District is applying for funds from the following categorical programs:

  1. Title I, Part A (Improving the Achievement of Disadvantage Students) as authorized by ESSA, SEC.1111, seq, SACS 3010
  2. Title II, Part A (Preparing, Training, Recruiting High Quality Teachers and Principals) as authorized by ESEA, SEC 2014, SACS 4035
  3. Title III, Part A (Limited English Proficient, and Immigrant) as authorized by ESEA, Sec, 3102, SACS 4203

Plan

The state and federal categorical monies that the District applied for through the Consolidated Application are spent in accordance with guidelines summarized below. The schools annually submit Single Plans for Student achievement, to the Board for approval, on how the monies allocated, to sites, in the Consolidated Application will fund the personnel, activities, and programs that their School Site Councils have determined will support improved student achievement.

  • Title I, Part A, Basic Grant: Its purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on the state content standards and assessments. The intent of the funding is to meet the educational needs of low-achieving students enrolled in the highest poverty schools.
  • Title II, Part A, Preparing, Training, Recruiting High Quality Teachers and Principals Improving Teacher Quality: The purpose of Title II is to increase the academic achievement of all students by helping schools and districts to 1) improve teacher and principal quality through professional development and 2) ensure all teachers are highly qualified.
  • Title III, Part A and C, Language Instruction for LEP and Immigrant Students: The purpose is to provide supplementary programs and services to limited-English-proficient (LEP) students (known as English learners in California) and to assist LEP students to acquire English and achieve grade-level and graduation standards.
Recommendation:The Board of Education to approve the 2017-2018 Consolidated Application for Funding Categorical Aid Programs for the Santa Barbara Unified School District.
